Environmental Complaint

ES05            In this Reporting Period, two (2) documented environmental complaints were received regarding the construction noise and site cleanliness/ wastewater issues.  The complaint details and status of investigation are summarized below.

(a)    A public complaint was received by 1823 on 12 March 2019 regarding the noise disturbance heard at Dan Chuk Hang Village during night time which related to site area of Contract 2.  Preliminary investigation revealed that the concerned noise disturbance was caused by the bitumen paving inside tunnel and the works were undertaken in accordance to the CNP.  Investigation report for the complaint is underway by ET.

(b)   A public complaint was received by 1823 on 30 April 2018 and raised again on 28 September 2018 regarding the cleanliness of Tai Wo Service Road East.  On 12 March 2019, the complainant added that there were ponding on the said road due to uneven road surface. In our investigation, wheel washing facility was provided on hard paved ground at entrance and a bund was constructed at site exit to prevent wastewater from wheel washing flowing to public road.  In response to the recent complaint, the Contractor has implemented one way traffic control on TWSRE, however, deficiency at site exit was observed during the IEC’s surprise check.  It is considered the complaint is valid to Contract 3. The Contractor was strongly requested to properly maintain the traffic control system and cleanliness of site exit on TWSRE.  For the issue about the uneven road, Chun Wo has passed it to the construction team to follow up.

Notification of Summons and Successful Prosecutions

ES06            No environmental summons and prosecutions were recorded in the Reporting Period.

Reporting Change

ES07            No reporting changes were made in the Reporting Period.

Site Inspection

ES08            In this Reporting Period, joint site inspection to evaluate the site environmental performance at Contract 2 has been carried out by the RE, IEC, ET and the Contractor on 1, 8, 15, 22 and 29 March 2019.  No non-compliance was noted during the site inspection.

ES09            In the Reporting Period, joint site inspection to evaluate the site environmental performance at Contract 3 has been carried out by the RE, IEC, ET and the Contractor on 7, 14, 20 and 28 March 2019.  No non-compliance was noted during the site inspection.

ES10            In the Reporting Period, joint site inspection to evaluate the site environmental performance at Contract 4 has been carried out by the RE, IEC, ET and the Contractor on 8, 15, 18 and 29 March 2019.  No non-compliance was noted.

ES11            In the Reporting Period, joint site inspection to evaluate the site environmental performance at Contract 6 has been carried out by the RE, IEC, ET and the Contractor on 7, 14, 21 and 28 March 2019.  No non-compliance was noted during the site inspection.

ES12            In the Reporting Period, joint site inspection for Contract 7 to evaluate the site environmental performance has been carried out by the RE, IEC, ET and the Contractor on 8, 15, 19 and 29 March 2019.  No non-compliance was noted during the site inspection.

ES13            In the Reporting Period, joint site inspection to evaluate the site environmental performance at Contract SS C505 has been carried out by the RE, ET and the Contractor on 6, 13, 20 and 27 March 2019 in which IEC joined the site inspection on 20 March 2019.  No non-compliance was noted during the site inspection.

Future Key Issues

ES14            As wet season is approaching, preventive measures for muddy water or other water pollutants from site surface flow to local stream such as Kong Yiu Channel, Ma Wat Channel, Ping Yuen River, Kwan Tei River or public area should be properly maintained.  The Contractors should paid special attention on water quality mitigation measures and fully implement according ISEMM of the EM&A Manual.

ES15            In addition, all effluent discharge shall be ensure to fulfill Technical Memorandum of Effluent Discharged into Drainage and Sewerage Systems, inland and Coastal Waters criteria or discharge permits stipulation.

ES16            Construction noise would be a key environmental issue during construction work of the Project.  Noise mitigation measures such as using quiet plants should be implemented in accordance with the EM&A requirement.

ES17            Since most of construction sites under the Project are located adjacent to villages, the Contractors should fully implement air quality mitigation measures to reduce construction dust emission.
