executive summary

ES01            This is the 53rd monthly EM&A report presenting the monitoring results and inspection findings for the reporting period from 1 to 31 December 2017 (hereinafter ‘the Reporting Period’).

 

Environmental Monitoring and Audit Activities

ES02            To facilitate the project management and implementation, Liantang/Heung Yuen Wai Boundary Control Point and Associated Works of the Project is divided to seven CEDD contracts including Contract 2 (CV/2012/08), Contract 3 (CV/2012/09), Contract 4 (NE/2014/02), Contract 5 (CV/2013/03), Contract 6 (CV/2013/08) and Contract 7 (NE/2014/03) and an ArshSD contract (Contract SS C505).

 

ES03            In the Reporting Period, the major construction works under Liantang/Heung Yuen Wai Boundary Control Point and Associated Works of the Project included Contract 2, Contract 3, Contract 4, Contract 6, Contract 7 and Contract SS C505.  Environmental monitoring activities under the EM&A programme in the Reporting Period are summarized in the following table.

Action and Limit (A/L) Levels exceedance

ES04            In the Reporting Period, no construction noise exceedance and valid noise complaint was recorded.  For 24-hour TSP of air quality monitoring, a total of two (2) Action level exceedances were recorded under the Project.  For water quality monitoring, a total of ten (10) Limit level exceedances were recorded under the Project.   The summary of exceedance in the Reporting Period is shown below.

ES05            Investigation Reports for 24-hour TSP exceedances were completed by ET which concluded that the exceedances were not project related.  According to the observation during site audit, the Contractor had properly implemented the dust mitigation measures such as provided water spraying on construction area and site haul road regularly.  Moreover, water tanker and road sweeper were deployed the main road on regular basis to suppress fugitive dust and remover dirt and debris on road.  It was considered that the exceedances were likely related to the traffic.

ES06            Investigation Reports for water quality exceedances were completed for 6, 11, 15 and 21 December 2017.  The investigation result revealed that the LL exceedances on 6, 11, 15 December 2017 were related to the insufficient water quality mitigation measures for Contract 3 while the exceedance on 21 December 2017 was not project-related.  As remedial action, the relevant Contractor had enhanced the quality mitigation measures such as covering the exposed area by tarpaulin sheet to minimize muddy runoff.  The investigation for exceedances on 29 December 2017 is underway.

Environmental Complaint

ES07            In this Reporting Period, two (2) documented environmental complaint was received regarding the air quality and noise issues under the EM&A Programme.  For the dust complaint, joint site inspection was carried out for investigation. The IR revealed that the Contractor has implemented dust mitigation measures to suppression the dust impact arising from the construction site.  In view of recent dry season and response to the complaint, the relevant Contractor was advised to enhance the dust mitigation measures which had been implemented promptly after the complaint. The draft IR for the noise complaint was issued by ET and under reviewed by IEC.

Notification of Summons and Successful Prosecutions

ES08            No environmental summons and prosecutions were recorded in the Reporting Period. 

Reporting Change

ES09            No reporting changes were made in the Reporting Period.

Site Inspection

ES10            In this Reporting Period, joint site inspection to evaluate the site environmental performance at Contract 2 has been carried out by the RE, IEC, ET and the Contractor on 1, 8, 15, 22 and 29 December 2017.  No non-compliance was noted during the site inspection. 

 

ES11            In the Reporting Period, joint site inspection to evaluate the site environmental performance at Contract 3 has been carried out by the RE, IEC, ET and the Contractor on 7, 14, 20 and 28 December 2017.  No non-compliance was noted during the site inspection. 

 

ES12            In the Reporting Period, joint site inspection to evaluate the site environmental performance at Contract 4 has been carried out by the RE, IEC, ET and the Contractor on 1, 8, 15, 18 and 29 December 2017.  No non-compliance was noted.
